Last updated: 22 April 2026

The Stakeholder Engagement Plan sets out how the scheme will stay connected with neighbours, local communities, tenants, and the wider public across twenty years — not just at the start, and not just through formal consultation.

This page describes the plan. The plan itself is a working document held by the consortium. When the plan is complete, you will be able to download it from this page.

What the plan will contain

When complete, the plan will set out:

  • Who the scheme’s stakeholders are — neighbours, tenants, local authorities, parish councils, community groups, recreational users, researchers, and others
  • How the scheme will communicate with them, and how often
  • How stakeholder views and concerns will be heard and acted on
  • How the scheme will report publicly on progress over twenty years
  • The routes by which anyone can raise a concern about the scheme

Who contributes to this plan

The Stakeholder Engagement Plan is shaped by the consortium with input from community engagement practitioners and, where appropriate, local authority and parish-level partners.

What happens once the plan is complete

Once signed off, the plan is submitted to DEFRA along with the other five plans. This page’s banner will flip to “Decision reached”.
